Prior to forming L&V Engineering in 2008, Jerilyn D. Luben, P.E., PTOE was employed for 14 years at the Pennsylvania Department of Transportation Engineering District 4-0 office in Dunmore. For four years she managed the Traffic Signal Design Unit, where she acted as the District’s representative for municipal coordination regarding traffic signal maintenance. She was also responsible for reviewing the following types of consultant submissions:

• Transportation impact studies
• Point of access studies
• Corridor studies
• Streetscape projects
• Traffic signal improvement projects
• Interstate emergency detour projects
• Congested corridor improvement projects
• Bypass projects

At L&V Engineering Ms. Luben has endeavored to build a company whose excellent reputation results from consistently providing quality traffic engineering work on schedule and within budget. She is involved in all service aspects from design through construction, and leads the firm’s public involvement activities. Her responsibilities and professional affiliations include the following:

• Preparation of traffic signal design plans for temporary and permanent installations
• Design of traffic control plans and signing and pavement marking plans
• Development of contract drawings and specifications for traffic related design
• Reviews of transportation studies and traffic-related designs for municipalities
• Registered professional engineer in Pennsylvania, New Jersey and Maryland
• Member of the Board of Directors of the American Society of Highway Engineers Northeast Penn Section

Jacinta M. Vrabel, P.E., PTOE, MBA is a partner at L&V Engineering whose prior experience involved 12 years as a project engineer for large and reputable consulting engineering firms, where she was responsible for preparing transportation studies and traffic signal plan designs.

At L&V Engineering Ms. Vrabel's focus on effective utilization of company resources as well as involvement in its operations has directly contributed to the firm’s success. As an important part of the company’s business objectives, she demonstrates a strong commitment to clients through responsiveness to their needs. Her responsibilities and professional affiliations include the following:

• Preparation of transportation studies, including data collection, crash analysis, trip forecasting, capacity and Level of Service analysis, signal and lane warrant analyses and technical reports
• Design of optimized traffic signal timing plans for individual intersections and coordinated multi-signal systems
